Untash-Napirisha founded Dur Untash around 1250 BCE not merely as a temple complex but as a deliberate political experiment. Instead of relying solely on Susa, he created a new sacred center intended to unify diverse Elamite regions under shared worship. Inscriptions identify dedications to both highland and lowland deities, signaling an effort at theological consolidation. Archaeological evidence shows triple concentric walls enclosing temples, storage facilities, and administrative buildings. The city was strategically placed between Susa and Anshan, bridging internal geographic divisions. Despite immense investment, the project was largely abandoned within a few generations. Assyrian campaigns in the 7th century BCE contributed to its decline, but the shift away from the site began earlier. The experiment suggests that even centralized religious reform faced structural resistance. Building a capital did not guarantee lasting loyalty.
